Why You Need a Maturity Model, Not Just a Project
The enterprise AI maturity model is not a theoretical framework. It emerged from a practical problem: organisations commissioning AI projects without understanding what organisational capabilities those projects require. The result is a graveyard of technically successful pilots that never reached production, production deployments that nobody uses, and "AI strategies" that amount to a PowerPoint deck and a ChatGPT enterprise licence.
Over 50+ Claude enterprise deployments, we observed a consistent pattern: the technical complexity of a deployment is almost never the limiting factor. The limiting factors are organisational: governance processes, data access policies, change management capacity, internal technical capability, and executive alignment. The maturity model below captures these factors and lets you assess where your organisation genuinely sits โ not where you'd like to think you sit.
This model is Claude-specific but draws on broader AI maturity frameworks. It measures five dimensions that we've found to be predictive of successful enterprise AI adoption at scale. Before you commission your next Claude strategy or read another AI roadmap, work through this assessment honestly.
The Five Dimensions of Enterprise AI Maturity
Most maturity assessments measure a single dimension โ usually technical infrastructure โ and produce an inflated score. This model measures all five independently. Your effective maturity is constrained by your lowest dimension, just as a chain is constrained by its weakest link. An organisation with Level 4 technical infrastructure and Level 1 governance is a Level 1 organisation in terms of what it can safely deploy.
The Five Maturity Levels
Individuals using Claude personally. No organisational policy. No enterprise licence. No IT involvement. Claude-related activity is happening in the organisation but not sanctioned or structured. Typical indicator: "We've told people not to put sensitive data into AI tools" combined with widespread shadow AI use.
Sanctioned pilots and proof-of-concept projects. Claude Cowork or Claude Enterprise licence for a subset of users. First governance policies drafted but not enforced. IT and InfoSec involved. First internal AI champions emerging. Typical bottleneck: unclear ownership, no formal evaluation framework, pilots don't convert to production.
First production Claude deployments live. Formal governance policy in place and enforced. Audit logging active. First Claude Certified Architects on the internal team or in a managed service. Deployment processes documented. Typical bottleneck: deployments are siloed, there's no platform or shared infrastructure, and each project reinvents the wheel.
Multiple production Claude deployments across departments. Internal platform team managing shared infrastructure (MCP servers, prompt libraries, evaluation frameworks). Centre of Excellence operating. Governance is embedded in deployment processes, not bolted on. Structured training programmes running. Typical bottleneck: culture adoption is uneven, some departments are advanced while others are at Level 1.
Claude is embedded in core operational processes across the organisation. AI-native operating model โ workflows are designed around Claude capability, not adapted from pre-AI workflows. Continuous capability evaluation and adoption of new Claude features. External influence: contributing to MCP ecosystem, publishing internal standards, attracting AI talent because of AI reputation.
How to Assess Your Current Level
The honest assessment requires input from multiple functions โ not just the AI team or IT. Here are the questions that most reliably identify your actual level versus your perceived level:
Technical Infrastructure Assessment
Do you have a Claude Enterprise or Team licence with SSO integrated? Is your Claude API usage going through a centralised gateway with rate limiting and cost controls? Do you have MCP servers deployed for at least one internal data source? Is there a shared prompt library or evaluation framework that multiple teams use? If the answer to most of these is no, your technical infrastructure is at Level 1โ2 regardless of what your AI strategy document says.
Governance and Security Assessment
Do you have a written AI acceptable use policy that employees have read and acknowledged? Is there an established process for classifying which data can be used with which Claude products? Is audit logging active and reviewed? Has your InfoSec team completed a risk assessment of your Claude deployment? If governance exists only on paper and hasn't been operationalised, you're at Level 2, not 3.
Internal Capability Assessment
Do you have at least one person internally who can architect a production Claude AI agent from scratch, including the security and governance elements? Has anyone on your team completed the Claude Certified Architect programme or equivalent structured training? Is there an internal community โ even informal โ sharing Claude learnings? Organisations that answer no to all three are entirely externally dependent and limited to what consultants can deliver.
The most common mismatch we see: organisations at Level 2 technically trying to run Level 4 projects. They commission complex multi-agent deployments before they've established governance, before they have trained internal staff, and before they've standardised on a Claude platform. The deployment fails not because the technology doesn't work, but because the organisation isn't ready to operate it.

The most common mistake in enterprise AI maturity advancement is trying to improve all five dimensions simultaneously. This spreads investment too thin and produces marginal progress everywhere rather than step-change progress where it matters. The fastest path to advancing a full maturity level is to identify your single lowest dimension and make a concentrated 90-day push on that one constraint.
From Level 1 to 2: The bottleneck is almost always governance and executive alignment. The move is to get an AI policy drafted, a Claude Enterprise licence procured, and one executive sponsor with a mandate to move. This doesn't require significant technical investment โ it requires organisational will. Start with an executive AI briefing to build the case.
From Level 2 to 3: The bottleneck is usually converting a pilot to production while building the governance infrastructure to support it. The move is to select one high-value pilot, resource it properly with implementation support, and build the governance processes alongside the technical deployment. Ship one production system and one governance framework simultaneously.
From Level 3 to 4: The bottleneck is building a shared platform that eliminates the "reinvent the wheel" problem. The move is to create a small internal platform team, establish shared MCP infrastructure, build a prompt and architecture library, and implement a structured training programme. This is where investing in internal Claude expertise pays the highest returns.
From Level 4 to 5: The bottleneck is cultural and operational โ moving from "we have AI deployments" to "our workflows are designed around AI capability." This is an organisational transformation, not a technical one. It requires redesigning core processes, not just adding AI to existing ones, and it requires consistent executive leadership over 12โ24 months.
